With Google updating, I am noticing by using your plugin we aren't meeting what Google likes when it comes to Cumulative Layout Shift. How can we fix this?

As others have complained about "header jumping" I know, I know, you recommend static or a preloader. However, this isn't going to fix Google's new web dev flagging it under cumulative layout shift. So what are we supposed to do to fix this?

The Static CSS File Generation should fix the issue:

After enabling it, the first visit to your page will generate a CSS File to be served for subsequent visit.
In other words, after enabling it, your site pages will need to be visited once, only then it will serve the CSS File to avoid seeing the flashing. That's how Divi Static CSS File Generation works.

I just tested on my demo site with and without Static CSS File:

    Without Static CSS File:

    upload_2020-6-12_21-44-58.png

    With Static CSS File:
    upload_2020-6-12_21-42-50.png
    upload_2020-6-12_21-44-35.png

Static CSS File does seem to improve the Cumulative Layout Shift.

But then somehow it comes back. Right after I visit it fixes it then the next run it's back. Must have something to do with the cache.

Maybe. You may try to clear your cache & see if it works.
