Anchor Links not working on staging site

Hello,

Have a bit of an issue and am hoping you can help out.

I just set up a staging site and have been working on a project page template in the theme builder.

The 'Description' link in top right is suppose to be an anchor link to the description text found in the second section below the slider. The ID is currently attached to the row in that second section. It currently does not work at all. I only have 3 plugins installed on the site: ACF, SmartSlider3, and Ivory Search. All 3, as well as Divi, are up to date.

I went into Safe Mode to see if the issue persisted and it did. I tried adding an anchor link on a regular page and not a theme builder template and this did not work either.

At this point I'm not sure what the culprit is. There is very little installed on the site, theme and plugins are up to date, it was tested in safe mode and the issue still persisted... I'm not sure what to do now.

Could someone provide any insight into what the issue might be? I really would not like to have to eliminate the usage of anchor links. Thank you for your time and consideration

I've tried using WP v 5.7 and rolling back to 5.6.2. I've ensured Divi and my 3 plugins are all up to date. My cache is cleared. Still no anchor links working on any pages.
