    Is it possible to show top menu row above an Ultimate header layout?
    If so, how would I do it?

    Are you referring to the default Divi top header? If you wish to show it on top of the DU Header, try to add the below CSS in Divi > Theme Options > Custom CSS:

    Or you can just add a fullwidth menu module on top of the custom header.
