I modified my Header template to use a specific menu. It doesn't look like the mobile menu is using that menu.

In mobile, it will revert back to use the default Divi mobile menu, so that you can have slide in / fullscreen menu in mobile: Theme Customizer -> Header & Navigation -> Header Format -> Header Style -> Choose 'Slide In' or 'Fullscreen'

But you can still have custom header sections below the default Divi mobile menu by setting the Visibility option.
