Why is it that when I try to put position fixed on my banner section, the next section completely overlaps it?

Go to your section settings & set a higher z-index in the Advanced tab.

But what I want is when the user scrolls down the page, the first section will stay and the second section will overlaps it.

Now I understand what your issue is. That's how position fixed works. It will be considered as no spacing in its original place. That's why it will immediately overlap the second section.

To make the fixed element has its own spacing in the original place, try to use plugin like this to make it sticky: https://wordpress.org/plugins/sticky-menu-or-anything-on-scroll/

I believe you can set CSS Class as well. Just set CSS Class like .divi-sticky-section & go to Section settings > Advanced > CSS Class & add: divi-sticky-section
